Healthcare is a top immigration priority in Canada — here's what that means for you

Canada has a serious and growing healthcare worker shortage. That has translated directly into dedicated, faster, and more accessible immigration pathways at both the federal and provincial levels.

2026 Update: The Express Entry Healthcare Category now runs dedicated draws targeting healthcare NOCs directly — separate from general CRS draws. Several provinces have expanded eligible professions and increased invitation rounds for healthcare workers. Processing times for healthcare applications have improved significantly across most streams.

Express Entry Healthcare Category (federal, category-based) · Alberta AAIP Dedicated Healthcare Pathway · BC PNP Health Authority Stream · Saskatchewan SINP Health Talent Pathway · Nova Scotia Physician Stream · Newfoundland & Labrador Healthcare Priority Occupations. These six pathways are specifically designed for healthcare workers — not just general skilled worker streams that happen to include healthcare NOCs.

Express Entry Healthcare Category

The single biggest opportunity for healthcare workers across Canada — no provincial job offer required for most draws.

Alberta AAIP Dedicated Healthcare Pathway

One of the strongest dedicated healthcare PNP pathways in Canada — with both Express Entry and non-Express Entry options.

Alberta AAIP · Very Strong
AAIP Dedicated Healthcare Pathway
Express Entry and non-EE options — job offer required

Alberta's Dedicated Healthcare Pathway is widely considered one of the strongest provincial healthcare immigration options in Canada. It specifically targets regulated healthcare professionals with a valid Alberta job offer in an eligible profession. Unlike many PNP streams, it offers both an Express Entry-aligned sub-stream (for EE pool candidates, with fast-tracked federal PR) and a non-Express Entry sub-stream for those not in the EE pool. Candidates nominated receive significant CRS points equivalent to an ITA in the Express Entry sub-stream.

Best for

Regulated healthcare professionals who already have, or are close to securing, an Alberta job offer in an eligible healthcare profession. Physicians, nurses, pharmacists, and allied health professionals with Alberta employer support are top candidates.

BC PNP Health Authority Stream

A direct PNP pathway for applicants with eligible employment or employer support from a BC public health authority — no registration required to apply.

BC PNP · Skills Immigration
BC PNP Health Authority Stream
Employer-supported pathway through BC's public health system

The BC Provincial Nominee Program operates a dedicated Health Authority stream under its Skills Immigration category. This stream is specifically for workers with eligible employment or a job offer supported by a BC public health authority (such as Fraser Health, Vancouver Coastal Health, BC Cancer, etc.). A notable feature of this stream is that it does not require registration before applying — eligible applicants may submit directly. BC also provides tech-assisted scoring to prioritize healthcare candidates in invitation rounds.

Best for

Healthcare workers with eligible employment or a confirmed job offer supported by a BC regional health authority. Works best for those already working in BC's health system or candidates with a strong employer connection to a BC health authority.

Saskatchewan SINP Health Talent Pathway

Saskatchewan actively recruits healthcare workers and provides a dedicated pathway — plus an EOI pool that connects candidates to Saskatchewan employers.

Saskatchewan SINP
SINP Health Talent Pathway

Saskatchewan's Health Talent Pathway is a dedicated stream under the Saskatchewan Immigrant Nominee Program (SINP) for healthcare workers with an SINP-approved job offer. Like Alberta's pathway, it offers both Express Entry and non-Express Entry options. Saskatchewan also maintains an International Healthcare Worker Expression of Interest (EOI) pool — candidates can register their interest and Saskatchewan will connect them with job opportunities before they become eligible for the formal Health Talent Pathway application.

Best for

Healthcare workers with a confirmed Saskatchewan healthcare job offer and SINP Job Approval Letter, or those interested in relocating to Saskatchewan who want to enter the EOI pool for employer matching before applying.

Nova Scotia Physician Stream

A focused pathway specifically for physicians — one of the most physician-friendly provincial immigration programs in Atlantic Canada.

Nova Scotia has consolidated several of its former specialized streams into a streamlined system. The Physician Stream is for doctors with an approved job offer from Nova Scotia Health Authority (NSHA) or the IWK Health Centre — the province's two major health authorities. Nova Scotia also provides a Nova Scotia Express Entry stream pathway that includes physician selection, offering fast-tracked federal PR for EE-eligible physicians. This is one of the most focused and efficient physician immigration pathways in Atlantic Canada.

Best for

Physicians — both family physicians and specialists — who have secured, or are actively pursuing, an approved position with Nova Scotia Health Authority (NSHA) or IWK Health Centre. EE-eligible physicians can access the NS Express Entry stream for accelerated federal processing.

NL Healthcare Priority Occupations

Healthcare workers in listed occupations receive priority processing and labour market testing exemptions — a meaningful advantage in Atlantic Canada.

🏔️
Newfoundland & Labrador NLPNP
NLPNP Healthcare Priority Occupations
Priority processing + labour market testing exempt for listed healthcare roles

Newfoundland and Labrador does not have a separate named healthcare stream, but it designates specific healthcare occupations as priority occupations that are exempt from provincial labour market testing and receive priority processing within the NLPNP. This means eligible healthcare workers with an NL job offer can skip the time-consuming labour market testing requirement — typically required for most occupations — and have their application processed ahead of the queue. NLPNP includes Skilled Worker, Express Entry Skilled Worker, and International Graduate categories.

Best for

Healthcare workers with confirmed job offers in Newfoundland and Labrador in listed in-demand healthcare occupations, particularly those who want to avoid the LMIA/labour market testing process and benefit from faster processing in an Atlantic province.

How to identify the right healthcare stream for you

The right pathway depends on your profession, your job offer situation, and your Express Entry eligibility. Here is the process we follow with every healthcare client.

1

Confirm your NOC code and profession eligibility

Every healthcare stream has a list of eligible occupations mapped to specific NOC codes. Before assessing any stream, we confirm which code applies to your profession and whether it is listed for each pathway you are considering.

2

Check your Express Entry eligibility first

If you qualify for Express Entry (Federal Skilled Worker, Canadian Experience Class, or Federal Skilled Trades), the Express Entry Healthcare Category should be your first consideration — it does not require a job offer, and category-based draws can select you at lower CRS scores.

3

Assess your job offer situation — which province, which employer

If you have a job offer (or are actively seeking one), the province and type of employer determines which PNP pathway applies. An Alberta hospital is AAIP. A BC regional health authority is BC PNP. A Saskatchewan healthcare employer requires an SINP Job Approval Letter. We help map your job offer to the correct stream.

4

Identify whether regulatory registration is required — and where you stand

Most regulated healthcare professions require provincial registration or at minimum a commitment to obtain it. We help you understand the registration requirements in your target province and whether you can apply before full registration is completed.

5

Book an RCIC consultation — we identify your strongest option

After reviewing your credentials, work history, language scores, and job offer situation, we recommend the pathway most likely to succeed and prepare a step-by-step action plan. Healthcare immigration involves both federal and provincial moving parts — having an RCIC coordinate both sides prevents costly mistakes.

Healthcare stream FAQs

Common questions from healthcare workers exploring Canadian immigration options.

Do I need a job offer to immigrate to Canada as a healthcare worker?
Not always. The Express Entry Healthcare Category does not require a job offer — it selects candidates based on their healthcare work experience. However, all provincial healthcare streams do require a job offer from an employer in that specific province. If you do not have a job offer yet, the Express Entry route is typically the best starting point. Once you have Canadian work experience, the Canadian Experience Class pathway becomes even stronger.
What is the difference between the Express Entry Healthcare Category and a PNP healthcare stream?
The Express Entry Healthcare Category is a federal pathway that draws candidates nationwide based on healthcare work experience — no job offer or provincial connection required. PNP healthcare streams are province-specific, require a job offer from that province, and result in a provincial nomination (which adds 600 CRS points to your Express Entry profile, effectively guaranteeing a federal ITA). If you have a specific provincial job offer, the PNP route is usually faster. If you do not, Express Entry is more accessible.
I am a nurse. Which healthcare stream is best for me?
It depends on where you want to work. Alberta's AAIP and Saskatchewan's SINP both include RNs and LPNs explicitly and are strong options with job offers. BC PNP covers nurses employed by health authorities. The federal Express Entry Healthcare Category also includes nursing NOC codes and does not require a job offer. We typically recommend applying for Express Entry first (if eligible) while simultaneously pursuing a job offer in a target province for the PNP route as a backup — running both strategies in parallel maximizes speed.
Do I need to be registered with a provincial college before applying?
Requirements vary by stream and province. Alberta's AAIP typically requires that the profession be regulated and that the applicant have, or be in the process of obtaining, Alberta registration. Some streams accept candidates who are registered in another Canadian province. We review your specific registration status as part of the initial assessment and help you understand what is needed for your target stream before you apply.
Can an internationally trained healthcare professional apply, or do I need Canadian experience?
Internationally trained professionals can apply to most of these streams, but the requirements vary. The Canadian Experience Class (one route into the Express Entry Healthcare Category) requires Canadian work experience. The Federal Skilled Worker Program, however, accepts international work experience and is a valid EE pathway. Most PNP healthcare streams accept international applicants with a valid job offer from that province — Canadian experience is an asset but is not always mandatory. Credential recognition and language test scores (CLB 7+) are typically the bigger hurdles for internationally trained applicants.
How long does the healthcare immigration process take?
Under Express Entry (including Healthcare Category draws), the federal processing target is approximately 6 months from ITA to PR. Provincial PNP nominations add a provincial processing step (typically 2–6 months for the nomination itself) before the federal stage. Allowing for job offer securing, credential recognition, and language testing, the realistic timeline from start to PR is typically 12–24 months for most applicants. Healthcare streams at provincial level tend to move faster than general skilled worker streams due to priority processing.
