Canada's easternmost province offers five immigration streams across enhanced and base categories. Since February 2025, all NLPNP candidates apply through a new Expression of Interest (EOI) system — the Immigration Accelerator portal — before being invited to submit a full application. EOIs stay active for 12 months, and selected candidates have 60 days to apply.
2025–2026 update: NL secured an additional 1,000 nomination spaces in 2025, bringing its total allocation to 2,525. The March 2026 draw issued 445 ITAs (362 NLPNP + 83 AIP). Application fee: $250 CAD non-refundable.

What is the NLPNP — and how does the new EOI system work?
The Newfoundland and Labrador Provincial Nominee Program (NLPNP), operating since 1999, helps employers address labour shortages and gives skilled workers, international graduates, and entrepreneurs a pathway to permanent residence. The province offers five immigration streams across two types: one enhanced category aligned with federal Express Entry (adding 600 CRS points upon nomination), and four base categories that follow a direct paper-based or portal-based PR process.
Major change in February 2025: NL moved from a first-come, first-served application system to a priority-based Expression of Interest (EOI) model through its online Immigration Accelerator portal. This is now the mandatory first step for all NLPNP and AIP candidates. An EOI is not an application — it is a declaration of interest. The province reviews EOIs in batches and issues Invitations to Apply (ITAs) to the candidates whose profiles best align with NL's labour market priorities. EOIs remain active for 12 months.
How the NLPNP EOI process works — step by step:
Employer invite code — who needs one: If you are outside Canada applying to NLPNP or AIP, your employer must issue you an invite code before you submit your EOI. EOIs submitted without a required code are invalid and will not be reviewed. Exception: Temporary residents already in Canada applying solely through the NLPNP do not need an employer invite code.
Enhanced Category — linked to federal Express Entry
NLPNP Express Entry Skilled Worker Category
This is the only NLPNP stream aligned with the federal Express Entry system. A provincial nomination adds 600 CRS points — virtually guaranteeing an Invitation to Apply from IRCC at the next federal draw — with a federal processing target of approximately 6 months.
Job offer may not always be required: While most applicants need a NL job offer, those invited directly from the Express Entry pool based on provincial priorities may not be required to have one at the time of NLPNP application. This is at the province's discretion during EOI draws.
Eligibility requirements
Active Express Entry profile — valid key code, eligible under FSWP, FSTP, or CEC
Job offer: Full-time, from eligible NL employer, min 1 year with extension expectation, 30+ hrs/week, salary or hourly (not commission), meets provincial employment standards and prevailing wage rates
TEER 0, 1, 2, or 3 — NOC occupation in the job offer
Education: Canadian post-secondary credential OR valid ECA for foreign education
Score minimum 67 out of 100 on the NLPNP Point Assessment Grid
Language: Valid test results matching the level declared in your Express Entry profile
If in Canada: Valid work permit with at least 4 months remaining at time of NLPNP application
Sufficient settlement funds; genuine intention to settle permanently in NL

Employer requirements: NL employer must have a valid Job Vacancy Assessment (JVA), LMIA, or the applicant must hold a valid work permit authorizing them to work in the position. JVA confirms there's a genuine labour market need. Employers supporting applications cannot be staffing/temp agencies.

NL connection & adaptability
Max ~20 pts — NL job offer, education, family, prior NL work/study
Work experience uses a dual-window approach: experience from the past 5 years receives higher point weighting (max 15 pts for 5 yrs), and experience from the 6–10 year period receives partial credit (max 7 pts for 5 yrs in that window). Both windows contribute to the total work experience score.
Base Category 1
NLPNP Skilled Worker Category
For skilled workers with a job offer from a NL employer across all TEER levels — including TEER 4 and 5 (intermediate and lower-skilled occupations). This is a base category, not linked to Express Entry. Nominations are processed directly to IRCC as paper-based applications, with typical provincial processing of 4–6 months and federal processing of 12–18 months.
Key distinction from the Express Entry Skilled Worker category: This stream does NOT require a federal Express Entry profile. It accepts TEER 0–5 occupations (including semi-skilled and entry-level roles). However, applicants cannot hold a Post-Graduation Work Permit (PGWP) — those with PGWPs must apply under the International Graduate category.
Eligibility requirements
Job offer: Full-time, from eligible NL employer, min 1 year with extension expectation, 30+ hrs/week, salary or hourly (not commission)
NOC occupation: TEER 0, 1, 2, 3, 4, or 5 — all skill levels eligible
Language: CLB 5 for TEER 0–3 occupations; CLB 4 for TEER 4–5 occupations
Education: Post-secondary degree, diploma, or equivalent combination of education and relevant experience
If in Canada: Valid work permit, min 4 months remaining. Cannot hold a PGWP.
Employer must have valid JVA or LMIA (or applicant holds a valid work permit for the identified position)
Qualifications, training, skills, or accreditation matching the NOC occupation description
Genuine intention and ability to settle permanently in NL; sufficient settlement funds
Base Category 2
NLPNP International Graduate Category
For recent graduates of recognized Canadian post-secondary institutions holding a Post-Graduation Work Permit (PGWP) and a job offer from a NL employer. This is a base category (not EE-linked). Graduates from NL institutions have broader job offer eligibility than graduates from outside NL.
Eligibility requirements
Education: Completed a full-time post-secondary program (minimum 2 years) in Canada; at least half of studies completed in Canada; graduated from a recognized institution
PGWP: Valid Post-Graduation Work Permit with at least 4 months remaining at time of NLPNP application
Job offer from NL employer: Full-time, min 1 year with extension expectation. For NL graduates: TEER 0–3 or in-demand TEER 4 occupations. For graduates from outside NL: TEER 0–3 (higher-skilled roles), plus must have at least 1 year of NL work experience before applying
Job related to field of study — required if graduated from an institution outside NL
Language: CLB 4 minimum for all applicants
Employer must have valid JVA or the applicant holds a valid work permit for the position; salary and hourly wage (not commission)
Sufficient settlement funds; genuine intention to settle permanently in NL
NL graduates vs. out-of-province graduates: Graduates from Newfoundland and Labrador post-secondary institutions (Memorial University, College of the North Atlantic, etc.) have broader job offer eligibility and are not subject to the 1-year NL work experience requirement. Graduates from institutions in other provinces must have at least 1 year of NL work experience before applying and their job offer must be in TEER 0–3 only.
Base Categories 3 & 4 — For entrepreneurs
International Entrepreneur and International Graduate Entrepreneur categories
NL offers two entrepreneur pathways: one for experienced international business owners/managers, and one specifically for graduates of NL post-secondary institutions who have already started a business in the province. Both require the business to have been operating in NL for at least 1 year before nomination is requested. Both lead to a Temporary Work Permit first, followed by a nomination after the business performance agreement is fulfilled.
International Entrepreneur
For experienced business owners and senior managers
Age: 21 to 59 years old
Language: CLB 5 minimum (all four skills)
Education: High school diploma minimum (Canadian or ECA-verified, within last 5 years)
Net worth: Minimum $600,000 CAD unencumbered, verified by a designated third-party net worth verifier
Investment: Minimum $200,000 CAD (with minimum 33.3% ownership) OR $1,000,000 in equity
Business experience: 2+ years as owner (25%+ stake) in last 5 years, OR 5+ years as senior manager in last 10 years
EOI score: Minimum 72 out of 120 on the International Entrepreneur EOI grid
Job creation: Create at least 1 full-time job for a Canadian citizen or PR (not a family member)
Business plan: Comprehensive plan with verified financial documentation and economic benefit to NL
Process: EOI → ITA → 90 days to submit full application + Business Establishment Plan → NL approval → temporary work permit → operate business for 1 year → nomination → apply for PR to IRCC within 6 months. Must arrive in NL within 6 months of approval letter.
International Graduate Entrepreneur
For Memorial University or College of the North Atlantic graduates
Education: Completed minimum 2-year full-time in-person diploma or degree program at Memorial University or College of the North Atlantic within 2 years of EOI submission
Business: Already started or purchased a business in NL; operating as active owner for at least 1 year with minimum 33.3% ownership
Language: CLB 7 minimum — higher requirement than the International Entrepreneur stream
Job creation: Create at least 1 full-time job for a Canadian citizen or PR
No age limit stated for this stream
Active management: Must provide ongoing day-to-day management of the business from within NL
For-profit only: Business must be a for-profit entity with genuine commercial activity
This stream is unique: It requires no minimum net worth and no minimum investment amount — the key requirement is that you have already built and operated a NL business. It is designed to retain NL-educated entrepreneurial talent in the province.
Businesses that are ineligible for both entrepreneur categories:
Businesses conducted remotely (from outside NL); property rental, investment and leasing; real estate construction/development/brokerage; insurance or business brokerage; professional services requiring licensing/accreditation (unless compelling province-wide benefit is proven); payday loan, cheque cashing or currency exchange; home-based businesses (unless compelling benefit is proven); businesses with primary purpose of passive investment income; businesses operated from outside Canada.

Why NLPNP applications benefit from RCIC guidance
New EOI system — Feb 2025
The employer invite code step is mandatory for overseas applicants and is not well understood
Outside Canada, your employer must issue you an invite code before you submit your EOI. An EOI submitted without the code is invalid and will not be reviewed. An RCIC guides the employer through the JVA process and invite code generation — and advises you on whether you're exempt (temporary residents applying inside Canada through NLPNP only).
PGWP holder vs. work permit holder
PGWP holders cannot apply under the Skilled Worker stream — they must use International Graduate
This is a frequently missed distinction. Applying under the wrong stream leads to refusal. The International Graduate stream has its own job offer requirements, including the NL vs. out-of-province graduation distinction. An RCIC confirms the right stream before any EOI is submitted.
Work experience dual window
The 6–10 year experience window is often missed entirely — costing 2–7 points
NLPNP awards separate points for skilled work experience in both the recent 5-year window and an older 6–10 year window. Applicants who have been working for longer than 5 years in skilled roles frequently submit EOIs without claiming the older window, leaving points on the table that could take their score above the 67-point threshold.
JVA and employer eligibility
NL's Job Vacancy Assessment adds a verification step most other provinces don't require
Unless you already have a valid work permit, your NL employer must obtain a JVA (similar to an LMIA but provincial) proving they cannot fill the role with local talent. Staffing agencies and broker employers are not eligible. An RCIC prepares the employer documentation and ensures the JVA is in place before the EOI is submitted.
